System Development Fee Analysis

In June 2017 the North Carolina General Assembly ratified House Bill 436 “An Act to Provide for Uniform Authority to Implement System Development Fees for Public Water and Sewer Systems in North Carolina and to Clarify the Applicable Statute of Limitations”, thus amending Chapter 162A of the General Statutes by adding “Article 8, System Development Fees.” As a requirement of the amended statute, the City of Mebane retained the services of Stantec a professional engineering consulting firm, to complete a system development fee analysis and prepare an accompanying written report.

The City of Mebane currently charges System Development Fees and prior to considering adoption of new System Development Fees, the amended statute stipulates the local governmental unit must post the written analysis on its webpage or otherwise make it available for public review and comment. This public review and comment period shall extend for a minimum of 45 days and afford a means for written comments to be submitted to the City.

In accordance with this condition of House Bill 436, the City of Mebane is making the written analysis available for public review via the following link System Development Fee Analysis  or at City of Mebane Glendel Stephenson Municipal Building, 106 E. Washington Street, Mebane, NC 27302 from April 10, 2024 through May 24, 2024.
